On 1 January 2001, the Empresa Municipal Campo de las Naciones, S.A. integrated and began to manage the Casa de Campo Fair Grounds Board. The actions taken up to then were studied as well as the current situation and the possible investments that could be made in the area, based mainly on the General Action Plan prepared in 1994 that was targeted at consolidating this area as an Urban Park .

Construction is progressing on this $128 million project. This is one project with two components. The 203,00 square foot exhibit hall expansion is elevated over the City street system as well as commuter and freight railroad lines which bisect the site. When completed in Fall 2002, it will be the largest singular column free exhibit hall in the world. The second component renovates the current plaza on the north side of the 1973 exhibit halls to provide an image entry/arrival area. This includes lobby space escalating up to a new connector and pre-function space extending 900 feet in length unifying the convention center's exhibit hall space.

A decision was reached in 1999 to develop an international theme park, the Hong Kong
Disneyland, at northeast Lantau, Hong Kong. The theme park will be developed in two
phases on an area to be reclaimed at the Penny’s Bay. The Government of the Hong
Kong Special Administrative Region (HKSAR) will spend a total sum of about HK$13.6
billion to construct infrastructure for the theme park project. This includes reclamation of
290 hectares of land, construction of 8.8 km of roads, a water recreation centre with a 12-hectare
artificial lake, a ferry pier, public transport interchanges, sewerage and storm-water
drainage, water supplies and irrigation systems, and government, institution and
community facilities.
This paper illustrates the planning and development of the scheme from concept through
to procurement of various contract packages and illustrates how the contract packages
were developed from the planning process.
